Human Rights Committee Observations


Above is an example of a Human Rights Committee observations in response to a state's periodic report, which each state submits pursuant to its obligations under the ICCPR. The Third Periodic Report of the United States of America, to which this document is a response, can be found here.Consider whether such reporting, and resulting response from the Human Rights Committee, is effective as a mechanism for mobilizing compliance with state obligations.

    I believe that it can be an effective tool but only if the state has people who enable its enforcement. That being said, its also an effective strategy if the State considers important how it will look on the world stage if it is found to be violating human rights. The reason is because the State will feel pressure and take the necessary steps to change the situation that lead to a bad image, because it acknowledges that if the situation is not changed for the better it can, and most probably will, affect its dealings with other States.
